Executive Order No. 806 establishes and clarifies the roles of the Early Childhood Care and Development Council and the Council for the Welfare of Children in the Philippines, recognizing the need for a separate agency to formulate, advocate, monitor, and evaluate national policies, laws, and programs for the development and protection of children.

The primary purpose of Executive Order No. 806 is to affirm the roles of the Early Childhood Care and Development Council (ECCD Council) and the Council for the Welfare of Children (CWC) in implementing and coordinating programs for the welfare and development of children in the Philippines.

The ECCD Council was transformed from the Council for the Welfare of Children under Executive Order No. 778, series of 2009.

The ECCD Council's programs cover children from birth to six years old.

The ECCD Council is attached to the Office of the President.

The Council for the Welfare of Children continues to function and exercise the powers pursuant to PD 603 and EO 233, mainly as the national policy and program coordinating body for the promotion of the rights and welfare of children.

The Council for the Welfare of Children is attached to the Department of Social Welfare and Development (DSWD).

The Secretary of Social Welfare and Development serves as the Chairperson of the Council for the Welfare of Children.

Republic Act No. 8980 provides for the establishment of the National Early Childhood Care and Development Coordinating Council (NECCDCC).

The ECCD Council is responsible for implementing programs related to health, nutrition, early education, and social services for young children from birth to age six.

The 1987 Revised Administrative Code of the Philippines vests the power in the President to reorganize the national government.

All executive orders, rules, regulations, and other parts which are inconsistent with EO No. 806 are revoked, amended, or modified accordingly.

Executive Order No. 806 took effect immediately upon its signing on June 8, 2009.
