Republic Act No. 8050, also known as the Revised Optometry Law of 1995, grants the Board of Optometry this power.

Various schools, colleges and universities offering the optometry course, the Samahan ng mga Optometrist sa Pilipinas, Inc. (SOP), and the Commission on Higher Education (CHED) were consulted.
The syllabi provide a basis for the formulation of test questions covering concepts, principles, and applications for the licensure examination.
It took effect 30 days after its publication in the Official Gazette or any newspaper of general circulation.
All recognized schools, colleges, and universities offering the optometry course must be given copies for dissemination to their students and graduates.
It formally adopts the syllabi of subjects for the theoretical part of the optometry licensure examination, ensuring standardization and alignment with the approved optometry curriculum.
