The policy declared is to protect and promote the right to health of the people and install health consciousness among them.
The PHFDP 2020-2040 serves as the country's overall strategy for infrastructure and medical investments to ensure a strong primary care and integrated health system for every Filipino, consistent with the Universal Health Care Act.

All concerned agencies and instrumentalities of the National Government, including government-owned or -controlled corporations, are directed to support, and all Local Government Units (LGUs) are encouraged to undertake efforts in support of the PHFDP 2020-2040.
They are tasked to facilitate dissemination, assist LGUs in planning, coordinate policy formulation for primary care and health provider networks, monitor implementation, encourage PPPs, and issue necessary implementing guidelines.
LGUs are encouraged to translate the PHFDP into long-term local health facility development plans reflected in their Local Investment Plans for Health and Local Development Investment Programs and to enter into Public-Private Partnerships to address identified gaps.
The PPP Center may assist LGUs in conducting technical trainings and capacity-building activities on the development and implementation of PPP projects related to health facilities.
Funding requirements shall be charged against the existing appropriations of the respective agencies and LGUs, subject to availability and consistent with relevant budgeting, accounting, and auditing laws, rules, and regulations.
The DOH must monitor the implementation and submit annual reports to the Office of the President, through the Office of the Executive Secretary, on progress and operations of the PHFDP.
The DOH, along with the Department of Trade and Industry-Board of Investments and the Fiscal Incentives Review Board, shall study, formulate, and implement policies to encourage domestic and international private enterprises to invest in health facilities addressing identified gaps.
