The Philippine government adopts the Philippine Health Facility Development Plan 2020-2040 to enhance healthcare infrastructure and services, directing national agencies and encouraging local government units to support its implementation for improved health access and efficiency.

Questions (MEMORANDUM CIRCULAR NO. 26)

To adopt the Philippine Health Facility Development Plan (PHFDP) 2020–2040 and direct national government agencies (including GOCCs) to support its implementation, while encouraging LGUs to do the same.

Section 15, Article II of the 1987 Constitution, which declares as State policy the protection and promotion of the right to health and the installation of health consciousness among the people.

RA 11223 (specifically Section 3) requires the State to adopt a whole-of-system, whole-of-government, and whole-of-society approach in developing and implementing health policies, programs, and plans; the PHFDP operationalizes this framework for health facility/infrastructure and medical investments.

It means the PHFDP is aligned with and implements one of the key strategies in the national development plan—boosting health through an accessible, efficient, and strengthened health care system.

All national government agencies and instrumentalities, including GOCCs, are directed; LGUs are encouraged to undertake efforts in support of the PHFDP.

To facilitate dissemination and ensure effective and efficient implementation of the PHFDP 2020–2040 at the LGU level.

DOH must assist, guide, and support LGUs in translating PHFDP 2020–2040 into long-term local health facility development plans that will be reflected in their Local Investment Plans for Health and Local Development Investment Programs.

DOH must coordinate with LGUs to formulate policies relative to the establishment of Primary Care Provider Networks and Health Care Provider Networks.

DOH must monitor implementation of the PHFDP 2020–2040 and the development of local health facilities, and submit annual reports to the Office of the President through the Office of the Executive Secretary.

It encourages LGUs to enter into Public-Private Partnerships (PPPs) to address gaps identified in the PHFDP 2020–2040.

LGUs may seek assistance from the PPP Center for technical trainings and capacity-building activities on developing and implementing relevant PPP projects.

DOH must issue necessary guidelines to effectively implement the Circular, and may request assistance of other relevant government agencies/offices for the formulation of said guidelines.

In coordination with the DTI-Board of Investments and the Fiscal Incentives Review Board, DOH must study, formulate, and implement policies to encourage domestic and international enterprises to invest in health facilities addressing gaps in the PHFDP 2020–2040.

Funding requirements shall be charged against the existing appropriations of the respective agencies and LGUs, subject to availability, consistent with budgeting, accounting, and auditing laws, rules, and regulations.

Immediately upon publication in the Official Gazette or a newspaper of general circulation.

It formally adopts the PHFDP 2020–2040 as the country’s overall strategy for infrastructure and medical investments under the Circular, making it the reference plan that agencies and LGUs are directed/encouraged to support.
