To prevent or at least minimize abuses of public utility drivers by requiring operators to display a specific “How’s My Driving?” marking so the public can report driver/operator conduct through hotline or contact numbers.
All public utility operators and, by extension, the public utility vehicles they operate, as categorized in the circular (buses, trucks, vans, AUVs, sedans, and jeepneys).
“HOW'S MY DRIVING? Call or Text LTFRB Hotline (0921) 448-7777 Or Call Operator's Tel. No. _______________.”
It must be painted at the rear side of the units with 3 inches (height) x 1 inch (width) lettering size.
Either (1) paint at the rear hood portion using 2 inches (height) x 1 inch (width) lettering, or (2) use stickers at the rear windshield with 3 inches (height) x 1 inch (width) lettering size.
They must be painted at the right and left sides of the units with 3 inches (height) x 1 inch (width) lettering size.
Operators must keep a daily record of their drivers and the units that drive for easy identification of erring drivers.
A thirty-day (30) period from effectivity is given for compliance with the circular.
It takes effect fifteen (15) days following the filing of three (3) copies of the circular with the UP Law Center, pursuant to Presidential Memorandum Circular No. 11 dated 09 October 1992.
A penalty of Five Hundred Pesos (Php 500.000) per single offense.
It supersedes any and all issuances inconsistent herewith.
It was adopted on 01 March 2005, and it is signed by the Chairperson and a Board Member (with signatures shown).
The marking includes either a hotline call/text instruction and also instructs the public to call the operator’s telephone number (blank line provided for the operator’s Tel. No.).
It enables easy identification of erring drivers by matching drivers to the units they drove, supporting accountability when complaints arise.
The operator may be found violating the circular and be penalized Php 500 per single offense, and may also be hindered in investigations due to noncompliance with the required public complaint interface.
