The Bureau of Customs establishes a framework for the accreditation and operation of e-Customs Value Added Service Providers (VASPs) to enhance the efficiency and reliability of customs ICT services, facilitating smoother import and export transactions through private sector collaboration.

The main policy is to provide better, efficient and reliable front-line customs ICT services through partnership with the private sector, adhering to world best practices in Customs services delivery.

Objectives include establishing administrative structures for VASPs, implementing accreditation criteria, harnessing private sector expertise, managing VASP use in trade processing, promoting Customs best practices, supporting the National Single Window system, and transitioning to internet/wireless lodgment and clearance processes.

It applies to all BOC collection districts, including sub ports and other offices nationwide, covering all types of import and export transactions to be provided by VASPs such as registration, lodgment of import and export declarations, transmission of various related data, and other services as defined by the Commissioner.

The VAC facilitates and fast-tracks the accreditation process, recommends policies for VASPs, establishes evaluation criteria and business models, and publishes informational campaigns to promote the VASP program.

The BOC invites Letters of Intent from ICT companies, reviews eligibility, releases Terms of Reference and Non-Disclosure Agreements, receives technical and financial proposals, requires system development by candidates, conducts quality assurance testing, makes site visits, then accredits successful candidates.

A one-time accreditation fee of PhP 200,000 for the first year, an annual fee of PhP 50,000 thereafter, and a Performance Bond of PhP 5 million from a BOC-accredited surety company must be posted.

A six-month technical evaluation probationary period is imposed; upon satisfactory performance, full accreditation status is granted.

Accreditation is valid for three years inclusive of probation and renewable annually after based on performance evaluation. BOC may pre-terminate for violations related to the Order, Tariff and Customs Code, security breaches, or other infractions.

VASPs determine their own fee structures based on market conditions and system sustainability; BOC does not collect these fees on behalf of VASPs.

VASPs must connect through the BOC-VASP Gateway, the sole connectivity point to the BOC e-Customs System, to enable electronic transactions for registered importers, exporters, and customs brokers.
