The National Urban Planning Commission, the Capital City Planning Commission, and the Real Property Board were abolished.
The National Planning Commission has all the powers, duties, and functions previously vested upon the abolished commissions concerning the preparation of general and regional plans, zoning ordinances, subdivision regulations, building codes, and recommendations for natural resource conservation and development.
The Commission is authorized to prepare general plans for regional areas, prepare general plans for the Philippines or its sections showing national project locations (e.g., roads, ports, airports, parks), and submit recommendations for the conservation and development of natural resources related to planning.
The Subdivision Code is the compilation of regulations governing the subdivision of land in the Capital City and other urban areas issued by the National Planning Commission pursuant to EO No. 98 and Republic Act No. 333.
The Building Code sets uniform regulations for building conservation, repair, alteration, and minimum performance standards for materials and construction methods to prevent collapse, minimize fire hazards, ensure sanitary conditions, and promote public safety and welfare.
The Commission consists of a Chairman and six members appointed by the President with the consent of the Commission on Appointments. Non-government officials receive a per diem for attending meetings.
The Commission shall have a permanent head called the Director of Planning, appointed by the President with the Commission on Appointments' consent. The Director appoints other technical and clerical personnel subject to approvals and within available appropriations.
Salaries for various positions including the chairman, members, planners, engineers, and clerks are detailed, totaling P157,320 annually. Sundry expenses cover travel, communication, supplies, rent, printing, repairs, insurance, and amount to P28,860, with additional furniture and equipment expenses of P1,000.
All records, properties, equipment, funds, causes of action, rights, obligations, and other assets and liabilities are transferred to the National Planning Commission.
Officials and employees separated may receive gratuity equivalent to one month’s salary per year of service, up to twelve months. Those with less than one year get one-half month’s salary. If reinstated in government service, they must refund the unpaid value of the gratuity.
Provisions of Executive Order No. 98 (1946), Republic Act No. 333, and other inconsistent acts, executive orders, or administrative orders are repealed.
The Order took effect immediately on November 11, 1950.
