The operator must charge the authorized passenger/freight rates and must not charge fares lower or higher than authorized without prior authority from the LTFRB. The operator must also post the Fare Matrix in prescribed conspicuous places and inside each vehicle in actual service.
Children below 1 meter are transported free; those from 1 to 1.30 meters pay half fare. Operators must provide necessary markings in an adequate place in the vehicles for verifying the heights of entitled children passengers.
It requires discounts to Senior Citizens and Persons with Disability as prescribed by law and LTFRB rules. For Students, it authorizes discounts only during school days and only for currently enrolled students in covered institutions, excluding dancing/driving schools, short-term seminar-type courses, and post-graduate studies (medicine, law, masteral, doctoral, and similar).
The operator must not deprive such passengers of appropriate seats.
PUBs must display the International Symbol of Accessibility and designate seats for PWDs (regular buses: at least five near entrance doors; airconditioned buses: at least four near entrance doors). Other passengers may use those designated seats only if not occupied but must yield to incoming PWDs. For PUJs, owners must provide at least two seats at the convenience of the PWD, with others yielding when a PWD needs the seats.
They must widen doors/access to comfort rooms for wheelchair entry, provide ramps for wheelchair access to waiting lounges, and mark a bench/space for PWD use in waiting lounges (usable by others only if no PWD is using it).
Charging higher fare or refusing to convey a PWD, including his orthopedic devices and personal effects/merchandise, by reason of disability is considered discrimination.
The operator must operate only on the route authorized and registered pursuant to the CPC/authority unless otherwise authorized by the Board.
The operator must not allow illegal transfer of plates or illegally reproduce them (“akambal plaka”) for unauthorized units, and must not allow illegal use/transfer of chassis or engine (“apukpok chassis”) for unauthorized PUVs.
No operator may carry passengers beyond the capacity fixed by the Board. Every passenger gets free carriage of 10 kilograms of baggage, and pays freightage for excess weight.
Freight must be placed in a separate compartment, except packages/bundles small enough to be placed under seats without inconvenience or compromising safety. If freight is carried on top of PUBs, it must not exceed 20 kilos per square meter of roof area, distributed so it will not endanger passengers or affect bus stability.
Installation of transit advertising materials and other types of markings on PUVs is subject to prior approval of the Board.
Operators must keep a chronological record and submit a detailed report to the LTFRB on or before the 10th day of the following month; accidents causing death or physical injuries must be reported within 72 hours. Failure may subject the operator to LTFRB penalties; in death/injury cases the Board may issue preventive suspension up to 30 days, and failure to assist/report may be treated as “hit-and-run,” causing suspension for 30 days of all authorized units under the franchise involved.
General rule (except Paragraphs 14, 17, 18): 1st offense fine P2,000; 2nd offense fine P3,000 plus suspension of CPC for 60 days and confiscation of “for-hire” plate(s); 3rd offense fine P5,000 and cancellation of CPC. Special: Paragraph 14 penalties (per BP 344 and RA 7277 as amended): 1st offense fine P50,000; 2nd and subsequent fine P100,000. Paragraphs 17 and 18: 1st offense suspension of CPC where unit is included for 6 months; 2nd offense cancellation of that CPC unit; 3rd offense cancellation of all CPCs granted to the operator and perpetual disqualification to be a CPC grantee for any mode.
