Orientation Seminar-Workshop Requirements

The resolution requires newly-appointed judges and those from first-level courts promoted to Regional Trial Courts to attend an orientation seminar-workshop organized by the Philippine Judicial Academy (PHILJA). Promotions or lateral transfers typically do not require completion of this seminar unless stated otherwise. Judges unable to attend must notify the Chancellor of PHILJA and the Court Administrator promptly, explaining their reasons for absence.

Immersion Program Specifications

In addition to the orientation seminar, newly-appointed judges and first-level court judges promoted to the Regional Trial Court must undergo an immersion program. This program lasts one month for new appointees and two weeks for judges from first-level courts. The newly appointed judges are to begin this program within ten (10) days of notification from the PHILJA, under the supervision of the designated Executive Judge. A judge who cannot commence the program in this timeframe must inform the relevant authorities in writing.

Assumption of Judicial Office

Judges receiving lateral promotions or transfers are expected to commence their judicial duties immediately following the submission of their oaths of office. Any acting presiding judges must cease their functions upon the new appointee's assumption of office. However, judges awaiting completion of their orientation seminar and immersion program are restricted from performing judicial functions, being permitted only to handle administrative duties.

Conditions on Judicial Functions

Newly appointed judges and those promoted to multiple-sala Regional Trial Courts cannot engage in judicial functions until they have completed both the orientation seminar and immersion program.
