Policy: Whole-of-Nation approach
- The Whole-of-Nation approach is institutionalized as a government policy for attaining inclusive and sustainable peace under Section 1.
- The Government must prioritize and harmonize the delivery of basic services and social development packages in conflict-affected areas and -vulnerable communities under Section 1.
- The Government must facilitate societal inclusivity under Section 1.
- The Government must ensure active participation of all sectors of society in pursuing the country’s peace agenda under Section 1.
National Task Force creation
- A National Task Force to End Local Communist Armed Conflict (Task Force) is created under the Office of the President (OP) under Section 2.
- The Task Force exists to ensure efficient and effective implementation of the Whole-of-Nation approach under Section 2.
Task Force composition and alternates
- The Task Force is chaired by the President of the Republic of the Philippines under Section 3.
- The National Security Adviser serves as Vice-Chair under Section 3.
- Task Force members include the following under Section 3:
- Secretary, Department of the Interior and Local Government
- Secretary, Department of Justice
- Secretary, Department of National Defense
- Secretary, Department of Public Works and Highways
- Secretary, Department of Budget and Management
- Secretary, Department of Finance
- Secretary, Department of Agrarian Reform
- Secretary, Department of Social Welfare and Development
- Secretary, Department of Education
- Director General, National Economic and Development Authority
- Director General, National Intelligence Coordinating Agency
- Director General, Technical Education and Skills Development Authority
- Presidential Adviser on the Peace Process
- Presidential Adviser for Indigenous Peoples' Concerns
- Chief of Staff, Armed Forces of the Philippines

- Two (2) Representatives from the private sector
- Except for the private sector representatives, members may designate an alternate with a rank not lower than an Assistant Secretary to represent their respective offices under Section 3, provided the alternate is fully authorized to decide on behalf of the member.
- The names of alternates must be submitted to the National Secretariat under Section 3.
- The private sector representatives must be appointed by the President upon the recommendation of the Task Force, and each private sector representative serves a term of one (1) year under Section 3.
Task Force powers and core duties
- The Task Force must, within six (6) months from the issuance of this Order, formulate and start implementing in coordination with relevant national government agencies, LGUs, the civil society, and other stakeholders a Whole-of-Nation approach-driven National Peace Framework (Framework) under Section 4(a).
- The Task Force must ensure inter-agency convergence in implementing the Framework in conflict-affected and -vulnerable communities under Section 4(b).
- The Task Force must enlist assistance of any department, bureau, office, agency, or instrumentality of the government (including LGUs, GOCCs, and SUCs) in accordance with their mandates for Framework implementation under Section 4(c).
- The Task Force must evaluate, define, modify, or integrate policies, programs, and activities contained in the Framework under Section 4(d).
- The Task Force must organize ad hoc inter-agency and multi-sectoral clusters, councils, committees, and groups at national, regional, and local levels, or modify existing ones, when necessary, to fulfill its mandates under Section 4(e).
- The Task Force must develop strategic communication, advocacy, and peace constituency plans in case of ceasefire, and must develop capacity-building measures to enable local chief executives and local peace bodies to engage and facilitate local peace engagements or negotiations and interventions under Section 4(f).
- The Task Force must review the mandates and functions of offices undertaking peace efforts to avoid duplication and must submit its recommendations to the President for approval under Section 4(g).
- The Task Force may issue supplemental guidelines, protocols, or policies in furtherance of this Order under Section 4(h).
- The Task Force must recommend to the Office of the Presidential Adviser on the Peace Process projects and conflict-affected areas where the PAyapa at MAsaganang PamayaNAn Program may be implemented, subject to the General Appropriations Act under Section 4(i).
- The Task Force must perform other duties and functions directed by the President under Section 4(j).
National Peace Framework content
- The Framework must contain principles, policies, plans, and programs that bring inclusive and sustainable peace under Section 5.
- The Framework must address the root causes of insurgencies, internal disturbances and tensions, and other armed conflicts and threats in identified areas under Section 5.
- The Framework must be responsive to local needs and sensitive to realities on the ground under Section 5.
- The Framework must include a mechanism for localized peace engagements or negotiations and interventions that is nationally orchestrated, directed and supervised, while being locally implemented under Section 5.
Convergence and participation commitments
- All departments, bureaus, offices, agencies, and instrumentalities of the government, including GOCCs and SUCs, are directed to render necessary support to the Task Force under Section 6.
- The private sector, non-government organizations, and other stakeholders are encouraged to participate in peace-building programs, plans, and activities for Framework implementation under Section 6.
National Secretariat: organization and functions
- The Task Force is assisted by a National Secretariat under Section 7.
- The National Secretariat is headed by an Executive Director appointed by the President with the rank of an Undersecretary under Section 7.
- The Executive Director must submit an organizational and staffing pattern of the Task Force National Secretariat to the DBM within two (2) months from appointment under Section 7.
- Pending DBM approval of the organizational and staffing pattern, the Executive Director must be assisted by personnel from the member-agencies of the Task Force under secondment, detail, or other appropriate arrangement under Section 7.
- The National Secretariat must provide technical and effective administrative support and assistance to the Task Force, coordinate with relevant agencies on the status of plans and programs, and provide updates to the Task Force on Framework implementation under Section 8(a).
- The National Secretariat must ensure that all policies, directives, plans, and programs formulated by the Task Force are faithfully carried out under Section 8(b).
- The National Secretariat must perform other functions directed by the Task Force under Section 8(c).
Funding rules and budget integration
- Initial funding requirements for implementing this Order must be charged against existing appropriations of member-agencies of the Task Force and other appropriate funding sources that the DBM may identify, and—when necessary—the Contingent Fund, subject to applicable laws, rules, and regulations under Section 9.
- For succeeding years, appropriations for the operation of the National Secretariat must be included in the budget proposal of the OP under Section 9.
- Funding requirements for implementing Framework programs, plans, and activities must be included in the concerned agencies’ respective annual budgets, subject to the usual budget preparation process under Section 9.
Sunset, separability, repeal, and effectivity
- The Task Force becomes functus officio upon accomplishment of the purposes for which it was created or upon earlier dissolution by the President under Section 10.
- If any provision of this Order or any part thereof is declared invalid, illegal, or unconstitutional, the remaining provisions continue in force under Section 11.
- All orders, rules, regulations, and other issuances (or parts thereof) inconsistent with this Order are repealed or modified accordingly under Section 12.
- Effectivity is upon publication in the Official Gazette or a newspaper of general circulation under Section 13.
