Policy and declared objectives
- Section 2 declares it is the policy of the State to promote and protect the physical, moral, and social well-being of all handicapped persons, such as the blind.
- Section 2 directs the State to undertake studies on specific causes of the high percentage of blind people in the Philippines.
Designation of White Cane Safety Day
- Section 3 declares that August one of each year is White Cane Safety Day.
- Section 3 states that the Day is for instilling public awareness of the plight of the blind.
- Section 3 requires promoting recognition and acceptance of the “white cane” as a symbol of the blind’s need for specific assistance.
- Section 3 declares the Day also serves as a reminder of the individual’s duty to care for and accord due respect to the blind.
Annual observation and required campaigns
- Section 4 mandates that White Cane Safety Day shall be appropriately observed.
- Section 4 requires a continuing education and information campaign to carry out the purposes in Section 3.
- Section 4 directs the Department of Education, Culture and Sports, the Department of Health, and the Philippine Information Agency to conduct the campaign.
Implementing rules and agency coordination
- Section 5 requires the Department of Education, Culture and Sports to issue rules and regulations to effectively implement the Act.
- Section 5 requires the Department of Education, Culture and Sports to issue those rules in consultation with the Department of Health and the Department of Social Welfare and Development.
- Section 5 ties the rule-making function specifically to the effective implementation of the Act’s operative provisions.
Effectivity rule
- Section 6 sets the effectivity trigger as fifteen (15) days after complete publication in a newspaper of general circulation.
