Increase bed capacity of WV medical center

Section 1 increases the authorized bed capacity of the Western Visayas Medical Center (WVMC) located in Mandurriao, Iloilo City.
Section 2 covers the existing professional health care services and facilities of the WVMC.
Section 3 covers the WVMC workforce and the process for determining additional plantilla positions.
Section 4 governs any future increases in bed capacity, service capability, and staffing requirements, through the WVMC hospital development plan.
Section 5 directs the Department of Health (DOH) to implement the Act through its programs and funding cycle.

Section 1 sets the WVMC authorized bed capacity at seven hundred (700) beds, increasing it from four hundred twenty-five (425) beds.
The bed capacity increase applies to the WVMC in Mandurriao, Iloilo City (Section 1).

Section 2 upgrades the WVMC’s existing professional health care services and facilities to conform with and be commensurate to the increased bed capacity under Section 1.

Section 3 requires the WVMC’s existing workforce to be correspondingly increased.
The Secretary of the Department of Health (DOH), in coordination with the Secretary of the Department of Budget and Management (DBM), the Commissioner of the Civil Service Commission (CSC), and the Chief of the WVMC, shall determine the additional plantilla positions to be created and filled up (Section 3).

Section 4 requires that any future increase in bed capacity, service capability, and staffing requirements be consistent with the hospital development plan.
Section 4 requires the Medical Center Chief of the WVMC to prepare and submit the hospital development plan to the DOH to reflect the hospital’s developmental goals.

Section 5 requires the Secretary of Health to immediately include the implementation of the Act in the Department’s programs.
Section 5 provides that the funding for implementation shall be included in the annual General Appropriations Act.

Section 6 provides that if any provision or part of the Act is declared unconstitutional, the remaining parts or provisions not affected shall remain in full force and effect.

Section 7 repeals, amends, or modifies laws, decrees, executive orders, issuances, rules and regulations, or parts thereof that are inconsistent with the Act.
