Documentary Requirements for Registration

  • For OFWs under the first two categories:
    • Valid Philippine passport and work permit.
    • Proof of employment (employment memo, payslip, etc.).
    • Completed Declaration of Intention for Membership to OWWA.
  • For former natural-born citizens with dual citizenship:
    • Valid Philippine passport or sworn petition for reacquisition plus authenticated oath of allegiance.
    • Proof of employment.
    • Completed Declaration of Intention for Membership to OWWA.

Payment Procedures and Membership Coverage

  • Payments must be made to OWWA designated/deputized Collection Officers located on-site at Philippine Overseas Labor Office (POLO).
  • Voluntary membership covers two years, renewable for subsequent two-year periods.
  • If no DCO exists in the host country, payments may be accepted by OWWA Regional Welfare Offices near family members of the OFW, pending compliance with documentary requirements.
  • Submission of machine copy of Philippine passport used during last departure, with immigration departure and arrival stamps from the Philippines and host country, is mandatory.

Repealing Clause

  • All previous issuances or parts inconsistent with this Memorandum of Instructions are repealed or modified accordingly.
