Core Functions of the VCD

Pre-Approval Audit Procedures

Cancellation of Approved Applications
- The Board of Commissioners may cancel approved applications upon VCD or processing officer recommendation.
- Cancellation is based on material defects, irregularities, or errors.
- Applicants must be given due notice before cancellation is effected.
Limitation on Post-Approval Audits
- Post-approval audits must be completed within six months from the date of approval.
- Further inquiries after six months require written approval from the Commissioner with compelling reasons stated.
Transfer and Reorganization of Units
- Transfer of the Verification and Certification Unit and derogatory Section from the Administrative division to the VCD.
- Downgrading and renaming of the Anti-Fraud Division to Anti-Fraud Section under the VCD.
- Transfer of personnel, equipment, and records of affected units to the VCD.
Administrative and Inventory Requirements
- All affected personnel, records, and equipment to be inventoried and placed under the VCD's custody.
Reporting Obligations
- Chiefs of the VCD, Administrative division, Property Section, and other units must report compliance within 30 days of the order's effectivity.
Supersession of Conflicting Issuances
- All prior orders, circulars, or issuances inconsistent with this order are amended or modified accordingly.
Immediate Effectivity
- The order takes effect immediately upon issuance.
- Requires filing of copies with the Office of the National Administrative Register (ONAR).
