Legal basis and governing rule
- The Circular is issued pursuant to Administrative Order No. RIB-2007-012, dated May 17, 2007, which revises the rules and regulations governing supervision and control over accredited physicians.
- The Circular ties its validity period rule to medical certificates issued by any government or accredited physician under the supervision and control framework of Administrative Order No. RIB-2007-012.
Validity period for medical certificates
- Medical certificates issued by any government or accredited physician shall have a validity period of three (3) months.
- The three (3) months validity is reckoned from the date of issuance of the medical certificate.
- The Circular makes the validity period applicable to medical certificates used for LTO applications.
Discretion to require re-examination
- The Chief of LTO Licensing Centers and District Offices may require an applicant to undergo medical examination.
- This re-examination requirement applies when the Chief deems it necessary.
- The discretion to require medical examination is vested specifically in the Chief of LTO Licensing Centers and District Offices.
Supersession and conflict resolution
- All orders and memoranda in conflict with LTO Memorandum Circular No. RIB-2007-884 are superseded.
- The Circular establishes supersession as the mechanism for resolving conflicts with earlier issuances.
