Scope and Coverage of the ASEAN MRAs

  • Eight professional service sectors covered by the MRAs among AMS:
    1. Engineering Services
    2. Nursing Services
    3. Architectural Services
    4. Surveying Qualifications
    5. Dental Practitioners
    6. Medical Practitioners
    7. Accountancy Services
    8. Tourism-related Services
  • Participating countries include Brunei Darussalam, Cambodia, Indonesia, Laos, Malaysia, Myanmar, the Philippines, Singapore, Thailand, and Vietnam.

Objectives of the ASEAN MRAs

  • To facilitate the free movement and mobility of professionals within the ASEAN region.
  • To foster exchange of information and enhance cooperation concerning the mutual recognition of professionals.
  • To promote the adoption of best practices regarding standards and qualifications.
  • To provide opportunities for capacity building and training of ASEAN practitioners.

Policy Directives for National Implementation

  • All concerned government departments, agencies, instrumentalities, government-owned and controlled corporations, government financial institutions, state universities and colleges, and local government units are directed to fully implement the ASEAN MRAs in their respective sectors.
  • Specific agencies listed in Annex A include key regulatory and administrative bodies such as the Professional Regulation Commission, Department of Foreign Affairs, Department of Tourism, Department of Justice, Department of Labor and Employment, Department of Health, Department of Budget and Management, Commission on Higher Education, and Securities and Exchange Commission.

Budget and Administrative Oversight

  • Implementation costs for MRAs shall be charged against the regular budgets of the concerned agencies and instrumentalities.
  • Funding is subject to the availability of funds and compliance with applicable budgetary, accounting, and auditing laws, rules, regulations, and procedures.

Legal Effectivity and Authority

  • The memorandum circular takes effect immediately upon issuance.
  • Issued by the Executive Secretary by authority of the President of the Philippines, emphasizing the government's commitment to ensuring regional integration and cooperation through full MRA implementation.
