Policy, purpose, and program thrust
- Republic Act No. 11083 mandates the upgrading of the services and facilities of La Union Medical Center (LUMC) in the Municipality of Agoo, Province of La Union (Section 1).
- Republic Act No. 11083 increases LUMC’s bed capacity from 100 to 300 beds (Section 1).
- Republic Act No. 11083 requires establishment of a trauma center in LUMC (Section 1).
- Republic Act No. 11083 provides for the bed-capacity increase to be done gradually over a three (3)-year period (Section 1).
Upgrading bed capacity and services
- LUMC must upgrade its services and facilities and increase its bed capacity from one hundred (100) to three hundred (300) beds (Section 1).
- LUMC must establish a trauma center as part of the upgrading of services and facilities (Section 1).
- The bed-capacity increase must be implemented gradually over a three (3)-year period (Section 1).
Personnel expansion and coordination
- LUMC, through its Board of Trustees, is authorized to increase staffing and hire additional employees corresponding to the upgrading of services and facilities and the increase in bed capacity (Section 2).
- The Chief of Hospital of LUMC must coordinate with the Department of Health, the Department of Budget and Management, and the Civil Service Commission to ensure efficient and effective implementation of Republic Act No. 11083 (Section 2).
Financing and budget support
- The Provincial Government of La Union and LUMC are authorized to provide funds from their respective budgets necessary to implement Republic Act No. 11083 (Section 3).
- The Secretary of Health must include in the Department’s program a subsidy support for the capital outlay requirements of LUMC (Section 4).
Repeals and modifications
- Republic Act No. 11083 repeals, amends, or modifies all laws, decrees, ordinances, rules and regulations, executive or administrative orders, and other presidential issuances that are inconsistent with it (Section 5).
