Upgrading Facilities and Increasing Medical Personnel
- Hospital facilities and healthcare services are upgraded to match increased bed capacity.
- The BRGHGMC will continue to support the Department of Health’s leprosy eradication program, particularly in the Bicol region.
- The number of medical personnel will be increased accordingly.
Transfer of Assets, Personnel, and Obligations
- All personnel (medical and non-medical), records, assets, properties, sites, and equipment of the Bicol Sanitarium and Bicol Skin Clinic (Legazpi City, Albay) are transferred to BRGHGMC.
- Transfer includes land, buildings, facilities, obligations, funds, and appropriations.
Development of Conversion Plan and Staffing Pattern
- The Department of Health (DOH), in coordination with the Civil Service Commission, Department of Budget and Management, and DOH Regional Health Office V, will formulate the conversion plan.
- An organizational and staffing pattern for the specialty medical center will be established.
Budget and Funding Provisions
- The DOH Secretary must include the operationalization of BRGHGMC in the Department’s programs within 3 years.
- Initial funding will come from the current year's appropriations of the Bicol Sanitarium.
- Subsequent funding will be incorporated in the annual General Appropriations Act.
Supplemental Funding Mechanism
- The DOH Regional Health Office V Director and Medical Center Chief, in coordination with national and local government units, will prepare mechanisms for sourcing additional funding to support BRGHGMC operations.
Repeal of Previous Law and Harmonization
- Act 1711, establishing the Bicol Treatment Station in Legazpi City, is repealed.
- Other inconsistent laws, executive orders, issuances, rules, and regulations are repealed or modified accordingly.
Effectivity Clause
- The Act takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
