Enhancement of Facilities and Healthcare Services
- The existing service facilities are to be upgraded in accordance with the increased bed capacity.
- Professional healthcare services must also be improved to match the capacity and level of hospital upgrade.
- Upgrades must meet standards appropriate for a Level III general hospital.
Funding and Appropriations
- The Secretary of Health is mandated to include the implementation of this Act in the Department of Health’s programs.
- Funding necessary for the hospital upgrade and operation must be appropriated through the annual General Appropriations Act.
Rulemaking and Stakeholder Consultation
- The Secretary of Health is tasked with preparing the implementing rules and regulations (IRR) to operationalize the Act.
- The development of IRR requires consultation with the Provincial Government of Cavite and other relevant stakeholders.
- The implementation of the Act and IRR must align with a comprehensive Hospital Development Plan.
Effectivity
- The Act shall take effect fifteen (15) days after its publication.
- Publication must be made in the Official Gazette, or alternatively, in a newspaper of general circulation.
Legal and Legislative Process
- The Act was passed by the House of Representatives and Senate on December 12 and 13, 2018, respectively.
- It was approved and signed into law by the President of the Philippines on February 20, 2019.
