Purpose and policy
- Executive Order No. 801 is grounded on the critical demand for medical manpower to implement the government’s primary health care approach for countryside development.
- Executive Order No. 801 recognizes that the exodus of professionals has drained doctors’ services from government, creating serious problems in protecting the health of the people.
- Executive Order No. 801 identifies low government salary for doctors as a reason for vacancies in physician positions.
- The order’s purpose is to upgrade compensation so that physician classes in the national government receive increased salaries.
Coverage and categories of positions
- The salary upgrade applies to physician classes of positions in the national government covered by the national compensation and classification plans.
- The upgrade is structured by Groups/Classes of physician positions, each with a specified From Salary Range and To Salary Range.
- The order is directed to the minimum salary level of the lowest level physician position in the service of the national government.
Minimum salary increase
- Section 1 provides that the minimum salary of the lowest level physician position in the national government service is increased from P1,152 to P1,894 per month.
- The increase in the minimum salary applies as a baseline effect within the physician classification framework.

- Section 2 upgrades physician classes covered by the national compensation and classification plans by specifying From Salary Range and To Salary Range for each named class.

Adjustments, funding source, and exclusions
- Section 3 provides that the adjustments shall not apply to positions/persons covered by the Career Executive Service or equivalent.
- Section 3 also provides that the adjustments shall not apply to incumbents of positions who are not licensed physicians.
- Section 4 directs the Minister of the Budget to make necessary adjustments when problems arise in the supervisor-subordinate salary relationship due to the upgrading directed by the order.
- Section 5 provides that implementation funds shall be drawn from salary lapses or other personal services savings of the agency concerned.
- Section 5 further provides that any remaining deficiency shall be funded from the Salary Adjustment Fund provided in Batas Pambansa Blg. 131.
Implementing rules
- Section 7 requires the rules and regulations needed to comply with Executive Order No. 801 to be formulated and issued by the Minister of the Budget.
- Section 7 establishes that implementation through regulatory rules is a responsibility assigned to the Minister of the Budget.
