Legal basis and stated policy
- The Order is issued by virtue of the powers vested in the President by law.
- The Order declares that there is a critical demand for medical manpower to spearhead the government’s primary health care approach to countryside development.
- The Order identifies an unabated exodus of professionals that has drained the country of doctors’ services, creating a serious problem in protecting the health of the people.
- The Order attributes the vacancies of physician positions, among reasons, to the low salary given to doctors in the government.
- The Order directs measures to upgrade compensation of physician classes of positions in the national government.
Coverage and who is affected
- The salary upgrading applies to the physician classes of positions covered by the national compensation and classification plans.
- The Order establishes a minimum salary increase for the lowest level physician position in the service of the national government.
- Adjustments do not apply to positions/persons who are covered by the Career Executive Service or equivalent.
- Adjustments also do not apply to incumbents of positions who are not licensed physicians.
Minimum salary increase
- The Order increases the minimum salary of the lowest level physician position from P1,152 to P1,894 per month.

Implementation, adjustments, and funding
- The Minister of the Budget must make necessary adjustments when problems in supervisor-subordinate salary relationship arise as a result of the upgrading directed by the Order.
- The funds needed to implement the Order must be drawn from salary lapses or other personal services savings of the concerned agency.
- Any remaining deficiency must be funded from the Salary Adjustment Fund provided in Batas Pambansa Bilang 131.
- The salary upgrading directed by the Order takes effect January 1, 1982.
Rules for compliance and effectivity rule
- The Minister of the Budget must formulate and issue rules and regulations needed to comply with the Order.
- The Order’s salary upgrading is made effective January 1, 1982, even though the Order was signed on May 21, 1982.
