Enhancement of Health Care Services and Facilities
- The existing professional health care services and facilities of the hospital are to be upgraded.
- Upgrades must align with and correspond to the increased bed capacity.
Determination of Additional Staffing
- The DOH will coordinate with the Department of Budget and Management (DBM) and the Civil Service Commission (CSC).
- Consultation with the hospital management is required.
- Together, they will determine the additional plantilla (staffing) positions that need to be created and filled.
Hospital Development Plan Requirement
- The hospital chief must develop a hospital development plan.
- The plan should reflect the hospital's development goals in line with the increase in bed capacity and service capabilities.
- Requests for staffing, capital investments, and operational budget will be based on this plan.
Funding and Budget Appropriations
- The Secretary of Health is mandated to include the implementation of this Act within the DOH programs.
- Funding for these programs will be included in the annual General Appropriations Act.
Implementing Rules and Regulations
- The Secretary of Health must prepare the Implementing Rules and Regulations (IRR) within ninety (90) days from the Act's effectivity.
- Preparation involves consultation with the Provincial Government of Quezon and other stakeholders.
- IRR implementation must be consistent with the hospital development plan.
Severability Clause
- If any provision of the Act is declared unconstitutional, the remaining provisions will continue to be effective and enforceable.
Repealing Clause
- All existing laws, executive orders, issuances, and rules inconsistent with this Act are repealed or modified accordingly.
Effectivity Clause
- The Act will take effect fifteen (15) days after publication in the Official Gazette or a newspaper of general circulation.
