Upgrading Maria L. Eleazar Hospital to Level III

The Maria L. Eleazar District Hospital in the Municipality of Tagkawayan, Province of Quezon is upgraded into a Level III general hospital (Section 1).
The upgraded facility is to be known as the Maria L. Eleazar General Hospital (Section 1).
The hospital is placed under the direct supervision and control of the Department of Health (DOH) (Section 1).
The increase in bed capacity of the Maria L. Eleazar General Hospital is implemented in accordance with the hospital development plan (Section 1).

Existing professional health care services and facilities are upgraded to conform with and be commensurate to the bed capacity increase (Section 2).
The upgrades under Section 2 align the hospital’s services and facilities with the increased bed capacity provided in Section 1 (Section 2).

The DOH, in coordination with the Department of Budget and Management (DBM) and the Civil Service Commission (CSC), and in consultation with hospital management, determines the additional plantilla positions to be created and filled up (Section 3).
The determination of staffing increases is tied to the upgraded hospital configuration resulting from Section 1 and the associated expansion plan (Section 3, in relation to Section 1).

The chief of the hospital must develop a hospital development plan (Section 4).
The hospital development plan must be submitted to the DOH (Section 4).
The plan must reflect the hospital’s development goals, consistent with the increase in bed capacity and service capability (Section 4).
Requests for staffing requirements, capital outlay investments, and budgetary needs for operations must be based on the hospital development plan (Section 4).

The Secretary of Health must include the implementation of this Act in the Department’s programs (Section 5).
The funding for implementation must be included in the annual General Appropriations Act (Section 5).

Within ninety (90) days from the effectivity of the Act, the Secretary of Health must prepare the implementing rules and regulations (Section 6).
The implementing rules and regulations must be prepared upon consultation with the Provincial Government of Quezon and other stakeholders (Section 6).
Implementation must be consistent with the hospital development plan (Section 6).

If any provision or part of the Act is declared unconstitutional, the remaining parts or provisions not affected remain in full force and effect (Section 7).

All laws, executive orders, issuances, rules and regulations inconsistent with the Act are repealed or modified accordingly (Section 8).
