Policy, purpose, and directive
- Executive Order No. 487 directs the updating and/or relocating of the kilometer stationings along all roads.
- Executive Order No. 487 establishes specific reckoning points and routing rules for kilometer stationing reference across Luzon, Mindanao, and island provinces.
- Executive Order No. 487 provides adjusted stationing rules because of near completion of the PAN-PHILIPPINE HIGHWAY.
Master Luzon reckoning rules
- Executive Order No. 487 keeps the Rizal Monument at Rizal Park in Manila as Km. 0+000.
- Central and Northern Luzon kilometer stationings are carried along the Manila North Road and the Cagayan Valley Road.
- Southern Luzon kilometer stationings are carried along the Manila South Road.
PAN-PHILIPPINE HIGHWAY Matnog reckoning
- Because of the near completion of the PAN-PHILIPPINE HIGHWAY, the kilometer stationing at Matnog, Sorsogon is reckoned from Km. 0+000 in Manila.
- The reckoning applies to the kilometer stationing at Matnog, Sorsogon, where the ferry terminal site is to be located.
Ferry strait conversion and terminal stationing points
- Executive Order No. 487 converts the distances in nautical miles served by the ferry services of the PAN-PHILIPPINE HIGHWAY across the San Bernardino and Surigao Straits into kilometers to determine kilometer stationings at specified ferry terminal locations.
- The ferry terminal site locations for which kilometer stationings are determined include San Isidro, Northern Samar.
- The ferry terminal site locations for which kilometer stationings are determined include Liloan, Southern Leyte.
- The ferry terminal site locations for which kilometer stationings are determined include Lipata West in Surigao City.
Reckoning points for Eastern Visayas and Mindanao
- The kilometer stationing at San Isidro, Northern Samar becomes the reckoning point for all roads in the provinces of Eastern Samar, Northern Samar, Samar, Leyte and Southern Leyte.
- The kilometer stationing at Lipata West, Surigao City becomes the reckoning point for all roads in the main island of Mindanao.
Island km. 0+000 placement rules
- For the islands of Panay and Negros, Km. 0+000 is placed in front of the Provincial Capitol Buildings in Iloilo City and Bacolod City, respectively.
- For Mindoro, Km. 0+000 is placed in front of the Provincial Capitol Building in Calapan, Oriental Mindoro.
- For all other island provinces, Km. 0+000 is placed in front of the Provincial Capitol Building in the provincial capital of the province.
Implementation authority
- Executive Order No. 487 directs the Secretary of Public Highways to implement this project.
- The implementation obligation covers the updating and/or relocating of kilometer stationings along all roads consistent with the prescribed reckoning points and routing rules.
