Admission and Academic Offerings
- The USTSP-Villanueva Campus is authorized to admit students for graduate, undergraduate, and short-term technical-vocational courses.
- Courses offered must be within the university's specialization areas and aligned with its capabilities.
- Programs should address the educational needs of the Province of Misamis Oriental and the entire Region X.
- The campus is also tasked with conducting research and extension services, providing progressive leadership in these areas.
Campus Administration
- The USTSP-Villanueva Campus shall be managed by a Campus Administrator.
- The Campus Administrator must render full-time service.
- Appointment or designation is by the Board of Regents (BOR), based on recommendations from a search committee and the University President.
- Guidelines, qualifications, and standards for the administrator are set by the BOR.
Compliance with CHED Standards
- The campus must comply with the minimum operational and program offering requirements as prescribed by the Commission on Higher Education (CHED).
Initial Requirements and Organizational Setup
- Within 120 days of the Act’s approval, the campus must: (a) Submit a five-year development plan with program budget to CHED, for recommendation to the Department of Budget and Management. (b) Undergo a management audit in coordination with CHED. (c) Establish its organizational, administrative, and academic structure, including the appointment of key campus officials.
Governing Charter and Legal Framework
- The provisions of Republic Act No. 8292 (Higher Education Modernization Act of 1997) are an integral part of this Act and serve as the governing charter of the University.
Powers and Responsibilities
- All powers, functions, privileges, responsibilities, and limitations applicable to state universities and its officials under existing laws are granted to or imposed upon the University and its officials when appropriate.
Funding
- Necessary funds to implement the Act shall be included in the annual General Appropriations Act.
Effectivity
- The Act takes effect 15 days after publication in the Official Gazette or in a newspaper of general circulation.
