Relationship to prior TTC memorandum
- The memorandum provides that its additional policies and guidelines are to be implemented in addition to the 5 October 1989 Memorandum of Mr. E. Q. Cases Jr.
- The February 07, 1990 memorandum governs TTC staff by adding enforceable rules that take effect immediately.
Timekeeping: personal punching requirement
- Each TTC staff member must perform punching in and out of daily time record personally.
- Punching in and out must not be delegated to other staff.
- Punching in and out must not be delegated to the guard on duty.
Work station attendance during office hours
- TTC personnel are expected to be at their respective work stations during office hours.
- A work station is defined as the room of the Section/Division where the staff member is assigned.
Locator board and whereabouts recording
- When staff must leave their work stations to perform official functions within the TTC building, the staff must indicate their whereabouts in the locator boards provided for the purpose.
- When staff must leave their work stations to perform official functions outside the TTC building, the staff must comply with a prior approval requirement and post-trip reporting.
Prior approval and trip completion form
- Staff leaving the TTC building to perform official functions outside the TTC building must secure prior approval from their supervisors.
- The prior approval must be done using the attached form referenced by the memorandum.
- Upon return, the staff must complete the form by indicating any accomplishment/outcome of the official trip.
Leaving the building for personal matters
- Leaving the TTC building to attend to personal matters is strictly not authorized.
- Staff who need to leave the TTC building for personal matters must punch out.
Lunch time timekeeping rule
- Lunch time runs from 12:00 noon to 1:00 p.m.
- TTC staff going out for lunch must punch out their time card before leaving for lunch.
- TTC staff must punch in upon return after lunch.
- Punching out before 12:00 noon and punching in after 1:00 p.m. constitutes utndertime for the purposes of compliance with the policy.
Authorized breaks and locator board entries
- Staff are allowed to leave their work stations only during designated break times.
- Designated break times must be agreed upon by the staff and their respective supervisors.
- Staff who take these designated breaks must properly fill in the locator board.
Entry and exit door use
- All staff must use only the front door of the TTC building for entrance and exit.
- The back door must be used only in accepting deliveries of supplies and other equipment.
Administrative enforcement and penalties
- Violations of the above policies must be dealt with in accordance with the schedule of penalties for administrative offenses newly implemented by the Civil Service Commission.
- Violations are also enforced in accordance with existing rules of the University.
- The memorandum requires strict compliance with these rules.
