Inclusion and Supervision of the Presidential Commission on the Urban Poor (PCUP)
- The PCUP is placed under the direct supervision and control of the Department of Land Reform.
- The Chairman of the PCUP automatically assumes the role of Undersecretary of the Department of Land Reform, specifically overseeing Urban Land Reform.
Inclusion and Supervision of the National Commission on Indigenous People's (NCIP)
- The NCIP is similarly placed under the supervision and control of the Department of Land Reform.
- The Chairman of the NCIP concurrently holds the ex-officio position of Undersecretary of the Department for Ancestral Domain Reform.
Access to Departmental Services for PCUP and NCIP
- Both the PCUP and NCIP have access to the services and support functions of various offices within the Department of Land Reform.
- This includes access to the Finance, Management and Administrative Office; Policy, Planning and Legal Affairs Office; Field Operations and Support Services Office; and other departmental offices.
Repeal and Modification of Conflicting Issuances
- All previous government issuances that conflict with or are inconsistent with this reorganization are repealed or modified to conform with this Executive Order.
Immediate Effectivity
- The Executive Order takes effect immediately upon issuance, signifying an urgent and definitive restructuring of land reform governance.

- The Executive Order is grounded in the President’s broad constitutional powers to reorganize and rationalize the bureaucracy.
