Existing Attachment of NIA to the Department of Public Works and Highways (DPWH)
- The NIA is currently attached to the DPWH.
- This attachment is pursuant to Section 25, Chapter 6, Title V, Book IV of Executive Order No. 292 dated July 25, 1987, known as the Administrative Code of 1987.
Legal Basis for Transfer to the Office of the President
- Section 31, Chapter 10, Title III, Book III of the 1987 Administrative Code empowers the President to reorganize the Office of the President.
- The President has the authority to transfer any agency or function from any executive department to the Office of the President.
Order for Transfer of NIA
- The transfer of NIA from the DPWH to the Office of the President is ordered by the President of the Philippines.
- This is done under the President’s powers vested by law.
Effectivity and Publication Requirement
- The Executive Order becomes effective upon publication in at least one newspaper of general circulation in the Philippines.
- This ensures public awareness and transparency regarding the administrative change.

- Signed by President Fidel V. Ramos.
- The order was signed on September 14, 1992, in Manila.
- Also signed by Dionisio C. De La Serna, Senior Deputy Executive Secretary, confirming the authenticity and administrative processing of the order.
