Executive Order No. 165 transfers key agricultural agencies to the Office of the President in order to improve coordination and efficiency, with immediate effect and the repeal of any conflicting orders.

Legal basis and cited predecessor laws

  • The reorganization power is grounded on Paragraph 3, Section 31, Chapter 10, Title III, Book III of Executive Order No. 292 (s. 1987), the Administrative Code of 1987.
  • The Order recognizes the legal creation (and amendments) of each transferred agency through the following laws:
    • Presidential Decree (PD) No. 4 (s. 1972) for the National Food Authority.
    • Republic Act No. 3601 (1963) for the National Irrigation Administration.
    • PD No. 232 (s. 1973) for the Philippine Coconut Authority.
    • PD No. 1144 (s. 1977) for the Fertilizer and Pesticide Authority.
  • EO No. 292 (1987) authorizes transferring agencies to the Office of the President from other departments and agencies.

  • The Order affirms that NFA was created to strengthen the national strategy for the integrated growth and development of the food industry, ensuring adequate and continuous food supply at reasonable prices.
