Administrative Supervision and Authority of DPWH
- DPWH is authorized to exercise administrative supervision over LWUA.
- DPWH is mandated to continue implementing reforms for efficient resource flow into the water sector.
- This facilitates effective implementation of water-related projects.
Composition of LWUA Board of Trustees
- The Secretaries of Finance, Public Works and Highways, and Health serve as ex officio members of the LWUA Board of Trustees representing the National Government.
- These members may designate alternates not lower in rank than Assistant Secretary.
- Actions by alternates are considered acts of their principals.
Creation of Inter-Agency Committee on the Water Sector
- DPWH Secretary leads the Inter-Agency Committee tasked to design and recommend a comprehensive water sector master plan.
- The Committee will address all issues and concerns related to the water sector.
- The Committee will also propose the appropriate organizational structure for all concerned agencies to implement the master plan.
- Members include National Economic and Development Authority (NEDA), Department of Budget and Management (DBM), Department of the Interior and Local Government (DILG), Office of the President (OP), and other concerned agencies.
Formulation of Implementing Rules and Regulations
- DPWH, in consultation with concerned agencies, shall develop the Implementing Rules and Regulations (IRR) for effective enforcement of this Executive Order.
Repeal of Inconsistent Issuances
- All previous orders, rules, regulations, and issuances or parts thereof inconsistent with this Executive Order are repealed or modified accordingly.
Separability Clause
- If any provision of this Executive Order is declared invalid or unconstitutional, other provisions not affected remain valid and enforceable.
Effectivity of the Executive Order
- The Order takes effect immediately upon publication in a newspaper of general circulation.
