Section 1 vests administration and conservation of the entire forest reserve at Mt. Makiling in Laguna in the University of the Philippines following the cession, transfer, and conveyance under Republic Act No. 3523.
Section 1 directs that the forest reserve is administered and conserved primarily as a training laboratory.

Section 3 requires the University of the Philippines in Los Banos to preserve watershed areas in the forest reserve.
Section 3 links watershed preservation to the development of hydro-geothermal power.
Section 3 requires coordination with the National Power Corporation for hydro-geothermal power development.
Section 3 requires that any hydro-geothermal power development must not endanger the forest reserve and must not prejudice the reserve’s purpose as a training laboratory.

Section 4 repeals all existing provisions of law and executive orders, rules and regulations that are inconsistent with Republic Act No. 6967.
The repeal in Section 4 applies to provisions that conflict with the Act’s vesting of jurisdiction, control, administration, and the training-laboratory purpose.
