Mandate and Functions of the PCG
- PCG retains responsibility for safety of life at sea and marine environmental protection.
- Powers based on Republic Act 5173 and Presidential Decrees 600, 601, 602, and 979 (as amended).
Implementation and Transition Procedures
- Transition and Liquidation Committee from EO No. 475 continues its functions.
- Committee tasked to prepare plans to effect transfer within 30 days.
- Includes inventory and disposition of PCG properties.
- Plans cover smooth transfer of personnel from the Philippine Navy (PN) to PCG.
- Rules for commissionship transfer, discipline, appointments, promotions, and benefits during transition.
PCG Assets
- Current PCG appropriations and all physical assets (vessels, firearms, electronics, vehicles, real estate, lighthouses) are PCG properties.
- Records of such properties also transferred to the PCG.
Budget and Appropriations
- PCG to draw funds from Philippine Navy budget until end of 1998.
- Post-1998, PCG to prepare its own budget as a Key Budgetary Item (KBI).
Pay, Allowances and Retirement of Uniformed Personnel
- Uniformed PCG personnel continue receiving pay and benefits equivalent to AFP personnel of same rank.
- Coverage under PD 1638 (AFP Retirement Law), as amended, remains until PCG establishes own retirement system.
- Retirement system to be developed under agreed regime and timetable by the Committee.
Repealing Clause
- All EO, rules or regulations inconsistent with this EO are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon signing on April 15, 1998.
