Powers and Functions of the PCG
- PCG remains responsible primarily for the promotion of safety of life at sea.
- PCG is tasked with protection of the marine environment.
- The agency's powers are governed by RA 5173 and Presidential Decrees 600, 601, 602, 979 and their amendments.
Establishment of Transition and Liquidation Committee
- A committee is created to oversee the transfer process, chaired by the Department of Transportation and Communications (DOTC).
- Members include representatives from the Philippine Navy, PCG, Department of Budget and Management, and the Office of the President.
- The committee is tasked to recommend transfer plans within 30 days and to inventory and dispose of PCG properties appropriately.
Management and Transfer of PCG Assets
- PCG properties including vessels, firearms, communication equipment, vehicles, buildings, and real estate are transferred to the PCG.
- The appropriations and assets under PCG’s possession remain with the agency.
Appropriations and Budgeting
- Existing appropriations for PCG remain in force and are to be continued through the Annual General Appropriations Act.
- In the future, PCG shall prepare its own budget as a Key Budgetary Item (KBI).
Pay, Allowances, and Retirement of PCG Uniformed Personnel
- PCG uniformed personnel continue to receive the same base pay, longevity pay, and other benefits as those in equivalent ranks in the Armed Forces of the Philippines (AFP).
- PCG personnel are covered by PD 1638 (AFP Retirement Law) until PCG establishes its own retirement system with an agreed timetable.
Repealing Clause
- All Executive Orders, rules and regulations inconsistent with this order are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon signing.
