Legal basis for the property transfer
- The transfer is grounded on the President’s authority “by virtue of the powers vested in me by law.”
- Executive Order No. 100 (s. 1986) provided that, upon the abolition of the National Media Production Center, the property was transferred to the Philippine Information Agency (PIA).
- Proclamation Nos. 22 (s. 1998) and 597 (s. 2004) previously transferred parts of the same property to:
- the Bulacan State University for twenty-five (25) hectares, and
- the City Government of Malolos for ten (10) hectares.
- The Provincial Government of Bulacan’s request and the PIA’s agreement to the request serve as the immediate factual basis for the remaining transfer.
Policy intent and purpose of the transfer
- The transfer is made to provide a site for the proposed Bulacan Technohub and Innovation Center.
- The project is intended to benefit the economic, educational and agro-industrial sectors of Bulacan and the adjoining provinces.
- The PIA retains an area for its continued use by requiring retention of at least five (5) hectares.
Coverage: affected property, location, and retained area
- The proclamation transfers ownership of a portion of the property originally acquired through expropriation proceedings.
- The property is located along McArthur Highway, Malolos, Bulacan, and the original property comprised a total land area of Five Hundred Twenty Thousand Four Hundred Fifty (520,450) square meters, more or less, referred to as the “Property.”
- The transferred portion consists of ONE HUNDRED TWENTY THOUSAND AND FOUR HUNDRED FIFTY (120,450) SQUARE METERS.
- The remaining portion is retained by the PIA and consists of FIFTY THOUSAND (50,000) SQUARE METERS.
- The affected parcels are situated in Barangay of Bulihan, City of Malolos, Island of Luzon and are described by reference to the subdivision plan Gsd-03-000384.
Operative transfer of ownership
- The President transfers to the Provincial Government of Bulacan the ONE HUNDRED TWENTY THOUSAND AND FOUR HUNDRED FIFTY (120,450) SQUARE METERS portion of the Property that is under the administration of the PIA.
- The transfer is expressly subject to the condition that the remaining portion is retained by the PIA as FIFTY THOUSAND (50,000) SQUARE METERS.
- The transferred areas are implemented through parcel-level descriptions for Lot 2-B and Lot 2-C, while Lot 2-A is expressly identified as remaining under PIA.

- Lot 2-A, Gsd-03-000384 (Philippine Information Agency):
- Identified as a parcel of land under the PIA.
- Contains an area of FIFTY THOUSAND (50,000) square meters, more or less.
- Bounded and described by bearings and lines using the subdivision plan Gsd-03-000384, including references to Lot 3, Lot 10-B, Lot 10-0 (McArthur Hi-way), Lot 1, and Lot 2-B.
- The description states that the subdivision survey is June 9, 2014 and was approved on June 20, 2014.
- Lot 2-B, Gsd-03-000384 (Provincial Government of Bulacan):
- Contains an area of ONE HUNDRED EIGHTEEN THOUSAND FOUR HUNDRED FIFTY (118,450) square meters, more or less.
- Bounded by adjoining lots and roads referenced in the description, including Lot 2-A, Lot 1, Lot 5, Lot 2-C, Lot 10-0 (McArthur Hi-way), and other named boundaries stated in the metes-and-bounds.
- The description states that the subdivision survey is June 9, 2014 and was approved on June 20, 2014.
- Lot 2-C, Gsd-03-000384 (Provincial Government of Bulacan):
- Contains an area of TWO THOUSAND (2,000) square meters, more or less.
- Bounded by adjoining lots in the subdivision plan, including Lot 1 Gcs-03-000023, Lot 2-B, and Lot 5 Gcs-03-000023.
- The description states that the subdivision survey is June 9, 2014 and was approved on June 20, 2014.
- The proclamation uses a consistent survey reference point marked “a1a” and references BLLM No. 1, Mp. of Malolos, Bulacan, with bearings and distances set out for each lot.
