Law Summary

Administrative Supervision and Reform Implementation

  • DPWH is authorized to exercise administrative supervision over LWUA.
  • DPWH shall continue reforms under EO Nos. 279 and 421 to ensure efficient resource allocation for water projects.

Composition and Representation in LWUA Board of Trustees

  • National Government Trustees on LWUA Board shall include the Secretaries of Finance, Public Works and Highways, and Health.
  • Members serve ex officio and may name alternates of not lower than Assistant Secretary rank.
  • DOH representation ensures health oversight within water and sanitation concerns.

Creation and Role of the Inter-Agency Committee on the Water Sector

  • DPWH Secretary leads the Inter-Agency Committee on the Water Sector.
  • The Committee is tasked to design and recommend a comprehensive water sector master plan to the President.
  • Responsible for recommending the optimal organizational structure of concerned agencies for plan implementation.
  • Committee members include NEDA, DBM, DILG, OP, and other relevant agencies.

Formulation of Implementing Rules and Regulations

  • DPWH shall draft the IRR for effective implementation of the EO in consultation with relevant agencies.

Repeal of Inconsistent Orders

  • All prior orders, rules, regulations, or issuances inconsistent with this EO are repealed or modified accordingly.

Separability Clause

  • If any provision is deemed invalid or unconstitutional, remaining provisions shall remain in effect.

Effectivity

  • The EO takes immediate effect upon publication in a newspaper of general circulation.
