Basis and Authority for Transfer
- The transfer is based on recommendations from the Government Survey Board created under Commonwealth Act No. 5.
- The President exercises constitutional and legal powers in directing the transfer.
Specific Transfers of Functions
- Analysis and inspection of foods and drugs, including the Nutrition Laboratory, Division of Biological Products, and Alabang Vaccine and Serum Laboratory, are transferred to the School of Hygiene and Public Health of the University of the Philippines.
- Iloilo Biological Research Laboratory and Cebu Biological Research Laboratory are transferred to the Bureau of Health.
- The anti-rabic treatment service is transferred to the Philippine General Hospital.
- Manufacture of tiki-tiki extract is assigned to the College of Pharmacy, University of the Philippines, with installation to be arranged.
- Home Economics Division is transferred to the Bureau of Plant Industry and Education as decided by the Budget Commission.
Transfer of Resources and Property
- Appropriations, personnel, books, records, equipment, supplies, lands, buildings, and other property used in the functions to be transferred are likewise reassigned to the designated entities.
- The Budget Commission determines the specific resources and property to be transferred.
Implementation and Effective Date
- The transfer of the tiki-tiki plant requires appropriate installation arrangements at the College of Pharmacy.
- The Executive Order was enacted in Manila on June 30, 1936, under the Commonwealth government, signed by President Manuel L. Quezon and Secretary of the Interior Elpidio Quirino.
