Legal Basis and Previous Attachment
- Republic Act No. 8042 (1996) previously attached the CFO to the Department of Foreign Affairs.
- The need for direct supervision from the Office of the President is articulated to strengthen overseas protection efforts.
Presidential Authority and Administrative Structure
- The President has continuing authority under the Administrative Code of 1987 to modify the administrative structure of the Office of the President.
- This authority supports the transfer of CFO to enhance government response and coordination.
Repealing Clause
- Executive issuances, rules, or regulations inconsistent with this transfer are repealed, amended, or modified accordingly.
Immediate Effectivity
- The Executive Order takes effect immediately upon signing, facilitating swift implementation of the transfer.
