Authorized Transfer and Responsible Agencies
- The Department of Justice (DOJ) is authorized and directed to transfer the prison from Barangay Poblacion, Muntinlupa City, to Barangay Cuyambay, Tanay, Rizal.
- DOJ is responsible for coordinating tasks such as planning, procurement, development, and management related to the transfer.
- The DOJ shall work in coordination with the Department of Public Works and Highways (DPWH), Department of Budget and Management (DBM), Department of Environment and Natural Resources (DENR), and other relevant agencies.
Funding and Financial Responsibility
- The financing arrangements and requirements for the transfer will be jointly determined by the DOJ, DBM, and DPWH.
- These agencies will also identify and allocate the sources of funds needed for the project.
Implementation Timeline and Planning
- DOJ and concerned agencies must prepare and finalize a detailed implementation scheme and financing plan within six (6) months from the issuance of the Executive Order.
Legal Effect and Supersession of Previous Issuances
- All previous executive issuances, rules, or regulations inconsistent with this Executive Order are repealed, amended, or modified accordingly.
Effectivity Clause
- The Executive Order takes effect immediately upon its signing.

- Signed by then-President Gloria M. Arroyo and Executive Secretary Eduardo R. Ermita, formalizing the directive on September 8, 2006, in Manila.
