Program Components and Regulatory Authority
- The Secretary of Education shall prescribe the program covering:
- Health education and nutrition including food production activities.
- General physical fitness through calisthenics, physical education period, folk dancing, and gymnastics.
- Competitive athletics starting in intermediate grades to identify and develop promising athletes.
- Intramural and inter-unit athletic competitions with awards.
- Annual regional and national athletic competitions organized by bureaus.
- The Department of Health shall provide recommendations on health education and fitness programs.
Physical Education and Sports Center Development Commission
- Composition includes Assistant Secretary for Physical Education (Chairman), Director of Public Works, University of the Philippines Physical Director, Bureau coordinators, and President of the Philippine Amateur Athletic Federation.
- The Assistant Secretary is appointed by the President with consent of the Commission on Appointments.
- Commission responsible for promoting, coordinating, and reporting on physical education and sports development programs.
Roles of Coordinators and Supervisors
- Assistant Secretary oversees promotion and coordination under the Secretary of Education's supervision.
- Physical education coordinators work within their respective bureaus.
- Physical education supervisors assigned per division, region, and vocational bureau, appointed based on qualifications.
- Supervisors promote activities and lead sports promotion locally.
Coach Development Program
- Five-year coach development program coordinated with the University of the Philippines, PAAF, and Armed Forces.
- Program phases:
- National training of coaching instructors.
- Provincial coach training.
- School-level coaching seminars/clinics.
- Supplementary training includes scholarships at the National College of Physical Education, University of the Philippines, and foreign coaching clinics.
- Scholarships available to public and private school personnel and Armed Forces; private institutions fund their participants.
- Funded by national appropriations.
Sports Centers Construction and Development
- Ten-year program for building sports centers in each province financed by Commission funds.
- Sports centers to have facilities for track and field, ball games, gyms, swimming pools, dormitories, cafeterias, and training amenities.
- Sites determined by the Commission with local government recommendations.
- Rules for administration and public/private use established by the Commission.
Commission Responsibilities for Sports Centers
- Approve plans, establish construction priorities, enter contracts, and approve payments.
- Construction only after local site approval and property acquisition.
- Priority given to provinces hosting inter-scholastic/regional meets.
- Appropriation limits: ₱500,000 for new centers, ₱250,000 for improvements.
Funding Mechanisms
- Athletic fee up to ₱10 per annum per college/university student, exclusive for promoting physical education and sports development.
- No other athletic fees allowed.
- Fees subject to Commission examination.
- Host provinces finance regional/interscholastic meets through ticket sales, fund transfers, private school contributions, and private donations.
Appropriations and Financing
- ₱5 million annually for five years from the National Treasury as a revolving fund for the five-year sports and physical education program.
- ₱5 million annually for ten years for the ten-year sports center development program.
- Unexpended balances after ten years transferred to the Department of Education.
- Annual appropriations thereafter included in the General Appropriations Act.
Repeal and Effectivity
- Repeals inconsistent laws or parts thereof.
- Act takes effect upon approval.
