  • Driver must carry an internet-connected device using the TNC-provided application

Restrictions on Vehicle Advertisement and Driver Employment

  • Display of advertisements on the vehicle exterior or trade dress requires Board approval
  • Drivers employed must be accredited by the TNC and registered with the Board

Driver Qualifications

  • Must be able to read, write, and speak Filipino and English sufficiently to perform duties
  • Compliance with zero tolerance drug and alcohol policy must be ensured

Trade Dress and Identification Requirements

  • Drivers must display the TNC’s trade dress during rides
  • Trade dress must be readable at 50 feet in daylight and visible at night (reflective or illuminated)
  • Magnetic or removable trade dress is acceptable
  • Driver must wear TNC-issued identification card and display Board-prescribed identification card visibly to passengers

Driver Conduct and Passenger Limits

  • Drivers must be neat and clean in appearance
  • Strict compliance with no-smoking policy inside the vehicle
  • Passenger limit: maximum of seven passengers or vehicle’s designed seating capacity, whichever is lower

Prohibited Driver Practices

  • No acceptance of street hails or pick-ups from unauthorized locations such as airports unless permitted
  • No responding to traditional street hails (hand gestures, verbal calls, phone calls)
  • No pick-up or drop-off in restricted areas such as taxi stands or no-loading/unloading zones

Route and Passenger Conduct

  • Must use most direct route unless passenger consents to a different route
  • No transportation or consumption of alcoholic beverages unless sealed and in original packaging

Penalties and Enforcement

  • Violations may result in penalties per Memorandum Circular No. 2011-004
  • Violations are grounds for CPC cancellation after due process (notice and hearing)
  • Inconsistent prior issuances are modified or superseded

Effectivity and Administrative Provisions

  • This Memorandum Circular takes effect immediately upon publication in a newspaper of general circulation
  • Three copies filed with UP Law Center per Presidential Memorandum Circular No. 11, dated October 9, 1992
