Authority, legal basis, and policy link
- The circular is issued pursuant to Section 7 (b), (j) and Section 9 (a), (c) of Republic Act No. 7621.
- The circular is issued based on Board Resolution No. 112-2012.
- The circular is consistent with the CARES (Convenient, Affordable, Reliable, Efficient, Safe) transport policy of the Department of Transportation and Communications (DOTC).
Definitions of covered beneficiaries
- “Senior Citizen” means any person at least 60 years of age, duly registered with the Office of the Senior Citizens Affairs (OSCA), and holding a valid Senior Citizen’s Identification Card (ID).
- “Persons with Disability (PWD)” means persons suffering from restriction of different abilities due to mental, physical or sensory impairment, as contemplated under Section 4 of Republic Act No. 7277, and holding a transportation discount fare Identification Card (ID) issued by the National Council for the Welfare of Disabled Persons (NCWDP) as required under Section 1 of Republic Act No. 9442.
- “Student” means any person enrolled in any school, college, or university located in the Philippines, as evidenced by an identification card (ID) issued by school authorities.
Terminal fee exemptions for seniors and PWDs
- All senior citizens with valid OSCA-issued ID shall be exempted from the payment of terminal fee (Section 2(a)).
- The senior citizen terminal fee exemption is personal to the senior citizen concerned.
- The senior citizen terminal fee exemption does not apply to companions who are not senior citizens or who do not have valid senior citizen ID (Section 2(a)).
- All PWDs shall be exempted from the payment of terminal fee upon presentation of a valid transportation discount fare ID issued by the NCWDP (Section 3(a)).
Student terminal fee discount
- All students are entitled to a twenty percent (20%) discount in the payment of terminal fee (Section 4).
- The student discount applies provided the student presents a current and valid school ID with picture (Section 4).
Recording exemptions and discount; submission
- The person collecting the terminal fee shall duly record all exemptions granted to senior citizens and PWDs and all discounts granted to students (Section 5(a)).
- The person availing of the exemption or discount shall sign in a logbook specifically allocated for that purpose (Section 5(a)).
- The records of exemptions and discounts shall be submitted to the Finance and Administrative Dept. (FAD) of the Authority.
- Submission must be made simultaneous with the report on the terminal fee tickets sold (Section 5(a)).
Administrative offense and liability for violations
- Any violation of the circular or any failure to comply with its policy guidelines constitutes an administrative offense.
- The administrative offense treatment is without prejudice to any other liability of the offender under existing laws (Section 6).
Repeal and modification of conflicting issuances
- All circulars, orders, and other issuances or parts thereof that conflict with CPA Memorandum Circular No. 03 are repealed or modified accordingly (Section 7(a)).
