Public Land Survey and Disposition Act

Section 1 directs that public-interest needs may require the survey, delimitation, and subdivision of portions of the public domain.
Section 1 also authorizes improvement of lands surveyed and subdivided to hasten public land processing.
Section 2 links the surveyed, delimited, and improved parcels to disposition to qualified applicants under the Public Land Act.

Section 1 requires that whenever the Secretary of Agriculture and Natural Resources opines that public interests so require, the Secretary shall order the survey, delimitation, and subdivision by the Bureau of Lands of portions of the public domain that are necessary and convenient.
Section 1 authorizes the Secretary of Agriculture and Natural Resources to entrust the work to private surveyors or corporations.
Section 1 permits entrustment of survey work and the improvement of the land to private parties under terms and conditions the Secretary deems proper and advantageous to the Government.

Section 2 covers the parcels or lots that have been surveyed, delimited, and improved under the authority of Act No. 3673.
Section 2 requires disposition by the Director of Lands or through the surveyors or corporations that executed the work.
Section 2 mandates that disposition be done under the supervision and control of the Secretary of Agriculture and Natural Resources and in accordance with existing law.
Section 2 limits the beneficiaries for disposition to persons, corporations, or associations entitled to apply for agricultural public lands under the provisions of the Public Land Act.

Section 2 requires that the expenses of survey, delimitation, subdivision, and improvement be apportioned, assessed, and collected from all applicants.
Section 2 requires collection from all applicants irrespective of the nature or class of their applications, and in addition to fees, rentals, and other payments collectible under the Public Land Act.
Section 2 limits collections by private surveyors or corporations when the work is done by private parties: they must collect only the actual cost of survey, subdivision, and improvement.
Section 2 allows private surveyors or corporations to add a profit not to exceed twenty per centum (20%) of such actual cost.

Section 3 requires that all reimbursements for survey, delimitation, subdivision, and improvement be pooled with all proceeds, fees, rentals, and other collections realized from disposition and concession of parcels, tracts, and lots surveyed, delimited, and improved under Act No. 3673.
Section 3 establishes these pooled amounts as a special fund.
Section 3 requires the special fund to be available for expenditure in the same manner and for the same purposes as those for which the original fund authorized in Section 4 is established.

Section 4 appropriates and sets aside three hundred thousand pesos (PHP 300,000) out of the “Rice and Corn Fund” appropriated under Act Numbered Twenty-eight hundred and eighteen, as amended.
Section 4 names the set-aside amount as the “Public Land Subdivision Fund.”
Section 4 requires that the set-aside amount and all moneys collected under Sections 2 and 3 be expended to carry out the purposes of Act No. 3673.
Section 4 provides that expenditures are disbursed by the Director of Lands under the direction and control of the Secretary of Agriculture and Natural Resources.
