Objectives
- To assist in extending scholarship grants to legitimate dependents of officers or members of locals/chapters of labor federations and independent unions.
- Supports the nationwide DOLE mandate to strengthen trade unionism and promote workers' capabilities as independent and active partners in development.
- Empowers workers through information access, training, and educational assistance.
Scholarship Components
- Scholarships cover four-year courses in science and technology fields.
- Scholarships are extended to legitimate dependents of officers or members of the covered labor organizations.
General Conditions for Assistance
- Applicants must pass a screening conducted by the scholarship training team.
- Required documentation includes:
- Two 1x1 ID pictures.
- Income Tax Return (original and copy) showing monthly income of Php13,000 or below.
- Certification of bona fide membership from the labor organization.
- High school diploma or report card with at least 80% general average in 4th year.
- Birth certificate with local civil registry number (or baptismal certificate if unavailable).
- Certificate of good health.
- Certificate of good moral character.
- Statement of no earned post-secondary units.
- Duly accomplished application form.
- Application processing and approval are handled by the Bureau of Labor Relations (BLR) or Labor Relations Division (LRD).
- Funds release conditions:
- Assistance covered under a Memorandum of Agreement (MOA) signed by relevant parties.
- Tuition and fees paid directly to educational institutions unless operational constraints require grantee to advance payment; reimbursements follow upon receipt submission.
- Book allowances and monthly stipends released directly to scholars.
Specific Provisions for Scholarship
- Only one legitimate dependent per officer/member can avail of the scholarship.
- Age limit for applicants: maximum 30 years old.
- Enrollment must be in a recognized state college/university or private school with accredited Science and Technology programs, and passing the school's qualifying exam is required.
- Scholars must maintain required grades and enroll in successive regular semesters for scholarship continuation.
- Compliance with the scholarship grant agreement involving the scholar, parents, and DOLE is mandatory.
- Failing or dropping one subject requires retake at the scholar's expense; two failures disqualify continuation.
- If discontinuing studies without justifiable reason, the labor organization covers the expenses, subject to reimbursement by the parent officer/member.
- Periodic submission of liquidation documents (official receipts, grades) is required for scholarship continuance.
- Scholars may transfer or change school only once based on justified reasons.
- Scholarship continues despite cessation of union membership due to closure or retrenchment but stops if membership ends due to resignation, promotion, or departure abroad.
Procedures for Application
- Filing and processing of applications are conducted by the Bureau of Labor Relations or Labor Relations Division.
Management and Supervision
- The BLR is responsible for the overall management, supervision, and coordination of the Scholarship Grant or WODP program.
- Other provisions from Department Order No. 26, Series of 1995, as amended, remain effective where consistent.
Effectivity
- These Supplemental Guidelines take effect immediately upon publication in two newspapers of general circulation.
