Harvesting of Timber

Transport of Harvested Timber

  • Plantation owners must secure and accomplish a Self Monitoring Form (SMF) from the CENRO office before transporting harvested timber.
  • Each SMF is assigned a unique control number by CENRO, incorporating the office code, date, and sequence number.
  • Three copies of the SMF are issued: original for transport accompaniment, pink duplicate for CENRO files, and blue triplicate for the owner’s records.
  • CENRO personnel verify timber onboard during transport.
  • Required transport documents include: original SMF, certified photocopy of Certificate of Registration, and Special Power of Attorney if the transporter is not the owner.
  • DENR checkpoints:
    • Log every SMF received.
    • Validate transported timber species against the Certificate of Registration.
    • Stamp SMFs to mark them as checked and verified.
    • Seize forest products in case of discrepancies or illegal documentation.

Marketing of Plantation Species

  • No restrictions on the disposition or marketing of plantation species, allowing a free market environment, provided sales are made to legitimate buyers.
  • The CENRO of origin must notify the CENRO of destination about incoming shipments through rapid communication.
  • Log supply contracts are no longer required; instead, the CENRO of destination completes an Arrival Confirmation Report (ACR) that is sent back to the CENRO of origin.
  • Marketing of processed products requires adherence to existing documentation alongside the approved ACR.
  • Repetitive verification at various offices is discouraged unless necessary.

Penal Provisions

  • Violators of this Circular are subject to both administrative and criminal liabilities.
  • DENR personnel who knowingly permit illegal transport or act in collusion with illegal transporters will face compulsory sanctions.

Effectivity

  • The Memorandum Circular took effect immediately upon adoption on July 29, 1999.
