Salary upgrades for BFP, BJMP, and pay increase for PPSC cadets effective July 1, 2006.
ECC counterpart release subject to board approval and consultation with DBM.
GSIS and HDMF contribution arrear payments subject to specific reconciliation and readjustment conditions.
Pension arrears to World War II Veterans through Philippine Veterans Affairs Office funded.
Commission on Elections funds strictly for election preparations per RA 7166.

DBM, Department of Finance, and NDCC to seek reimbursement from International Oil Pollution Compensation Fund and other sources for government expenses related to cleanup and assistance due to Guimaras oil spill.

Stipulates that future IRA shares of LGUs are to be automatically appropriated without need for separate release.

Budget releases by DBM to departments, bureaus, agencies, and LGUs shall comply with budgeting laws, rules, and regulations.

Creation of a six-member Joint Congressional Oversight Committee co-chaired by Senate Finance and House Appropriations committee chairpersons.
Inclusion of committees on Environment & Natural Resources and Ecology plus minority-designated members.
NDCC required to submit bi-monthly utilization reports to the committee.

Mandate for DBM to issue rules for implementation, including salary upgrades for uniformed personnel and PPSC cadets.
