Publication, implementation direction, effect
- The memorandum directs nationwide strict implementation of the guidelines by the Central Office Deputation Committee, headed by the Director of the Law Enforcement Service.
- It directs the Regional Director to create a regional level Deputation Committee headed by the Assistant Regional Director.

Deputation committees and reporting
- The Central Office Deputation Committee is created to assist the Office of the Assistant Secretary.
- The Central Office Deputation Committee has a consultative and recommendatory role for the promotion, recruitment, training, monitoring, and evaluation of deputized agents.
- Each regional Deputation Committee receives, processes, and files applications submitted by applicants for new and renewal deputation.
- The Central Office Deputation Committee prepares and submits documents to the Office of the Assistant Secretary through internal committee processes, including required reports and inventories.
Authority to deputize; who may apply
- The Regional Director of the National Capital Region is only authorized to deputize LTO organic personnel as enforcers.
- Applicants from DENR, DPWH, SLEX, NLEX, SKYWAY, NAIA, SCTEX, PNP, HPG and other Non-LTO but government personnel must be processed by the Central Office Deputation Committee for signature of the Assistant Secretary.
- Deputation of enforcers follows the processing and signing workflow set by the regional and central deputation committees, culminating in the required Deputation Order signatures and sealing.
Application submissions and required documents
- The Deputation Committee of each region and at the Central Office must ensure submission of the following by applicants for new and renewal deputation, and must have them filed:
- A fully filled up and signed Application Form (Depcom Form 1).
- Two (2) pieces 2x2 pictures taken within the last thirty (30) days (excluding computer-generated print-outs and photocopies).
- Certification of employment in Government service issued by the Personnel Section or Administrative Division.
- Certification of work assignment on traffic law enforcement issued by the Operations Division.
- Certification that the said applicant has No Pending Case issued by the Personnel Section, Administration Division, or Head of Office.
- An Endorsement Letter signed by the Head of Office recommending the applicant(s).
- The checklist and data filling requirements are implemented through Checklist Forms (Depcom Form 2 for the Regions or Depcom Form 3 for the Central Office), which must be duly signed by the recommending Head of Office.
- The application processing requires the documents to be received, acknowledged, docketed, processed, and filed by the regional deputation committee.
Regional Deputation Committee duties
- Each regional Deputation Committee is tasked to receive, acknowledge, docket, process, and file submitted documents.
- Each regional committee must ensure that recommended deputation applicants are only those with complete mandatory requirements and endorsed by the Head of Office, and ensure their names appear on the endorsement list.
- Each regional committee must fill pertinent data on Depcom Form 2 and ensure it is duly signed by the recommending Head of Office.
- Each regional committee prepares the Endorsement letter and ensures it is signed by the LTO Assistant Regional Director or, in his absence, by the Vice-Chairman of the Subcommittee.
- Each regional committee prepares the draft Deputation Order with the accompanying encoded checklist form.
- Each regional committee forwards documents to the Regional Director for final evaluation and signature.
- Each regional committee ensures that final documents, checklist forms, and deputation orders are duly signed and that the deputation order is duly sealed, reflecting initials of the regional committee chairman and the regional director’s signature on the Deputation Order.
- Each regional committee ensures that duly signed deputation orders are sent to deputized agents through their respective Heads of Office.
- Each regional committee prepares documents for submission to the Office of the Assistant Secretary through the Central Office Deputation Committee, including:
- A Report Letter summarizing the number of persons deputized in the region.
- Duly filled-up and signed Checklist Form (2 or 3).
- Photocopies of deputation orders issued.
- The monthly report updates on issued, and on those revoked, cancelled or withdrawn, plus ID cards inventory.
Central Deputation Committee structure and functions
- The Central Office Deputation Committee is created to assist the Office of the Assistant Secretary.
- The committee operates as a consultative and recommendatory body under the concerned Assistant Secretary for promotion, recruitment, training, monitoring, and evaluation of deputized agents.
- The committee composition includes heads or representatives of pertinent offices, with voting power for committee decision-making held by those officers (or their representatives), while the Secretariat performs only clerical work and has no voting power.
- The committee includes representatives from:
- LES Director (with nationwide enforcement and recruitment/training/deputation knowledge).
- FED (field enforcement experience).
- TSD (education, molding, training modules, and matters involving documents and apprehension appreciation).
- IID (intelligence reports for enforcement and expertise on complaints).
- Property Section or IAD (clarification of enforcers’ accountabilities on TOPs and IRMVs).
- OASSEC Representative (deputation-related concerns).
- Secretariat members (clerical work only).
- The committee formulates programs to sustain professionalized, systematic, and effective deputized agents, prepares action plans, and prepares a prescribed uniform for all LTO organic deputized agents.
- The committee organizes sub-committees or point persons in each region, organizes documents from regions, sets up a speakers’ pool in Central Office and Regions, and maintains systematic listings for all deputized agents and accountable forms.
- The committee schedules, conducts, and monitors training of all deputized agents and monitors performance and assessment, including accountable forms.
- The committee coordinates with Regional Directors and sets up linkages with the tri-media.
Accountability and compliance rule
- The committee is accountable to the Assistant Secretary through the Executive Director.
- Accountability is for the promotion, recruitment, training, monitoring, and evaluation of deputized agents.
- Any orders or memoranda inconsistent with the circular are superseded.
- The circular mandates strict compliance with its directives, procedures, and internal committee processing requirements.
