Application and Documentation Requirements

  • Applicants (new and renewal) must submit:
    • Fully completed and signed Application Form (Depcom Form 1)
    • Two recent (within 30 days), original 2x2 photographs (no photocopies/computer print-outs)
    • Certification of government employment from Personnel/Administrative Division
    • Certification of assignment to traffic law enforcement from Operations Division
    • Certification of No Pending Case from Personnel/Administrative or Head of Office
    • Endorsement letter signed by Head of Office recommending the applicant

Responsibilities of Regional Deputation Committees

  • Receive, acknowledge, docket, process, and file documents.
  • Ensure applicants have complete mandatory requirements and valid endorsements.
  • Fill out Checklist Forms (Depcom Form 2 for regions, Form 3 for Central Office) with signatures.
  • Prepare and secure signing of Endorsement Letters by LTO Assistant Regional Director or Subcommittee Vice-Chairman.
  • Draft Deputation Orders with encoded Checklist Forms.
  • Forward documents to Regional Directors for approval and signature.
  • Ensure Deputation Orders are duly signed, initialed, sealed, and distributed through applicants' Heads of Office.
  • Prepare and submit reports/documents to the Central Office, including monthly updates and master lists.

Functions and Purpose of the Central Office Deputation Committee

  • Consultative and recommendatory body under the Assistant Secretary.
  • Promotes, recruits, trains, monitors, and evaluates deputized agents.
  • Sustains professionalized, systematic, and effective deputation of agents.

Composition of the Central Office Deputation Committee

  • Members include LES Director, Field Enforcement Division, Training and Skills Development (TSD), Intelligence and Investigation Division (IID), Property Section/IAD, and OASSEC Representative.
  • Members have voting power; Secretariat handles clerical duties without voting rights.

Roles and Responsibilities of the Central Office Deputation Committee

  • Planning: Formulate programs, action plans, and prescribe uniforms for deputized LTO personnel.
  • Organizing: Establish subcommittees, organize documents, maintain speakers’ pool, and manage accountable forms.
  • Educating: Develop and conduct training modules and programs for deputized agents.
  • Assessing: Monitor training and performance, handle commendations and complaints, and oversee accountable forms.
  • Coordinating: Liaise with Regional Directors and media for effective deputation implementation.

Accountability and Superseding Authority

  • The Committee is accountable to the Assistant Secretary through the Executive Director.
  • Responsible for promotion, recruitment, training, monitoring, and evaluation of deputized agents.
  • Any inconsistent orders or memoranda are superseded by these guidelines.
