Allowance for Compact Sedan Taxi Units

  • Four-door compact or smaller sedans are now permitted as taxi units, which were previously disallowed.

Minimum Dimension Specifications for Authorized Taxi Units

  • Vehicles are categorized based on engine piston displacement:
    • More than 1200 cc displacement:
      • Overall Length: 4280 mm
      • Width: 1695 mm
      • Height: 1470 mm
      • Wheelbase: 2500 mm
    • 1200 cc displacement:
      • Overall Length: 3990 mm
      • Width: 1625 mm
      • Height: 1455 mm
      • Wheelbase: 2405 mm

Lifespan Regulations for Taxi Units

  • For sedans over 1200 cc, life span is 13 years if gasoline or diesel-powered, in accordance with DO 2004-42.
  • If converted to LPG fuel, an additional 2 years lifespan is granted as per MC 2006-069.
  • For sedans with 1200 cc piston displacement, gasoline or diesel-powered vehicles have a lifespan of 10 years from manufacture date as per the Certificate of Registration.

Mandatory Safety Features for All Authorized Taxi Units

  • Seatbelts: 3-point in front seats and 2-point in rear seats.
  • Front SRS airbags for driver and front passenger, enforcement starting January 1, 2016.
  • Third brake lamp installed.
  • Side impact beams included in vehicle structure.
  • Hydraulic brake system.
  • Child safety lock mechanisms.
  • Remote luggage trunk opener.

Mandatory Comfort Features

  • Minimum rear legroom of 650 mm measured from rear seat cushion to front seatback cushion with front seat fully retracted.
  • Luggage compartment volume of at least 310 liters, measured by actual volume.

Legal Effect and Supersession

  • All previous issuances inconsistent with this circular are superseded or amended.
  • This circular takes effect immediately after filing three copies with the University of the Philippines Law Center pursuant to Presidential Memorandum Circular No. 11 (October 1992).
