Submission and Evaluation Procedure

  • All State Universities and Colleges (SUCs) are required to submit pertinent documents to the CHED Regional Office for evaluation.
  • Initial evaluation is undertaken by a Regional Evaluation Committee (REC), composed of:
    • The CHED Regional Director (Chair)
    • The DBM Regional Director
    • PASUC Regional Chair (with an alternate to sit in the PASUC Chair's place if the Chair's own SUC is under evaluation)

Final Evaluation and Approval

  • Results from the REC are forwarded to the National Evaluation Committee (NEC) for final approval.
  • The NEC is co-chaired by representatives from CHED and DBM.
  • NEC members include three other individuals:
    • One from DBM
    • One from CHED
    • The PASUC Executive Director

Periodicity of Evaluations

  • Evaluations are conducted once every three years, starting from 2003.

Revised SUC Leveling Instrument

  • The Circular incorporates the revised SUC Leveling Instrument jointly formulated by CHED, DBM, and PASUC.
  • This revised instrument is attached as Annex A.

Effectivity

  • The Circular takes immediate effect upon issuance on October 24, 2003.
