Technical Specifications for Aerial Photography
- Scale: Average 1:25,000 with +20% deviation allowance.
- Film type: Panchromatic black and white.
- Prints: 23 x 23 cm., single weight paper, semi-matte finish.
- Overlap: Average 60% forelap, 30% sidelap; sidelap minimum 15%, maximum 40%.
- Cloud cover: Maximum 10% allowed outside the photocenter.
- Camera tilt and tip limited to 2%.
- Flight deviation (crabbing) limited to 5%.
- Time of photography: Between 10:00 AM and 3:00 PM to minimize shadows.
- Completion within three months from start to finish.
Specifications for Satellite Images
- Required images: Landmass TM or SPOT images.
- Scale: 1:100,000 transparency.
- Image date: Within six months of submission.
- Other satellite products require prior DENR approval.
Selection and Contracting of Photography Services
- Licensees may choose aerial photography contractors from a DENR pre-qualified list.
- To reduce costs, adjoining licensees may jointly contract a single contractor.
- Similar joint submission allowed for satellite images.
Acceptance Committee Composition and Responsibilities
- Created by DENR to consolidate and authenticate submissions.
- Members include:
- Administrator, National Mapping Resource Information Authority (Chairman)
- Director, Forestry Management Bureau (Vice-Chairman)
- Representative of Under Secretary for Field Operations
- Representative, Planning and Policy Studies Office
- Representatives from the concerned Regional Office(s)
Role of NAMRIA
- Responsible for interpretation, analysis, and mapping of submitted photographs or satellite images.
- Costs for mapping and interpretation shared by DENR and Philippine Wood Producers Association (PWPA).
Penalties for Non-Compliance
- Failure to submit required photographs or satellite images within prescribed periods is valid grounds for suspension of the timber license agreement.
Repeal and Effectivity
- Forestry Administrative Order No. 11-1, 1971, and all inconsistent Orders, Circulars, and directives are revoked or amended accordingly.
- This Order takes effect fifteen days after its publication in a newspaper of national circulation.
