Legal basis and relationship to prior rules
- MMDA Resolution No. 14-13 is adopted pursuant to Section 6 of Republic Act No. 7924.
- MMDA Resolution No. 14-13 approves amendments to the Anti-Jaywalking fines and penalties contained in MMDA Regulation No. 12-001, Series of 2012.
- MMDA Regulation No. 12-001, Series of 2012 is a strict implementing rule for Ordinance No. 1, Series of 1995 of the Metro Manila Council.
- The Anti-Jaywalking framework includes prior amendments by MMDA Regulation No. 99-013, Series of 1999.
Policy and purpose statement
- MMDA Resolution No. 14-13 is enacted to impose stricter penalties for blatant jaywalking violations by pedestrians.
- MMDA Resolution No. 14-13 is premised on the continued intentional violation of anti-jaywalking rules despite the existence of footbridges, pedestrian overpasses, and underpasses.

Amendments to the penalty rule
- Section 4 of the regulation governing penalties is amended by MMDA Resolution No. 14-13 to read: “SECTION 4. PENALTY.”
- Violation of this Regulation is penalized by the following fine or penalties under the amended Section 4:
- Section 4.1 imposes a fine of Five Hundred Pesos (PHP 500.00).
- Section 4.2 allows community service in lieu of the PHP 500.00 fine.
- Section 4.1 provides that the fine of PHP 500.00 may be paid outright at the place of apprehension upon issuance of a Pedestrian Violation Receipt (PVR).
- Section 4.1 grants the apprehended jaywalking violator seven (7) days from date of apprehension to settle the matter at the MMDA Redemption Center, after which legal action shall be filed in court.
- Section 4.2 provides that, in lieu of paying the PHP 500.00 fine, the apprehended violator may provide community service for not more than three (3) hours of MMDA estero clean-up.
Authority to deputize enforcers
- MMDA Resolution No. 14-13 authorizes the MMDA to deputize Anti-Jaywalking Enforcers in Metro Manila LGUs.
- The deputization authorization prioritizes Quezon City, Pasig, Taguig, and Pasay.
Implementing guidelines and memoranda
- MMDA Resolution No. 14-13 authorizes the MMDA Chairman to issue Implementing Guidelines and Memorandum Circulars to carry out the Resolution.
