Motor vehicle registration now mandates the installation of a pair of standard Early Warning Devices (EWD) for road safety, with strict penalties for non-compliance, including fines and potential license confiscation.

Law Summary

Proper Installation of Early Warning Devices

  • EWD must be installed at least four (4) meters from the front and rear of a stalled, disabled, or parked vehicle.
  • Yellow EWD is placed at the front; red EWD at the rear of the vehicle.
  • Installation is required when the vehicle is stalled, disabled, or parked for thirty (30) minutes or more on any public road, including expressways and limited access roads.
  • Installation of EWD is also required if the vehicle is stationary for any reason or stopped in no-standing or no-parking zones.

Penalties for Non-Compliance

  • Drivers apprehended without carrying a pair of EWD are fined P150.00.
  • The driver's license remains confiscated until a pair of EWD is presented in adjudication.
  • If a vehicle is impounded and the violation includes failure to carry EWD, the vehicle remains impounded until EWD are presented.
  • Failure to install EWD at the required distance (4 meters from front and rear) carries a fine of P500.00, imposed on the owner/operator.

Supersession of Previous Directives

  • All previous memoranda, circulars, and orders that conflict with these rules are considered superseded.

Effectivity

  • These rules and regulations take effect immediately upon issuance for guidance and strict compliance.
