- In locations where ATM services are unavailable, direct payroll may be processed through passbook accounts.
- Private banks acting as conduits for the region’s depository bank may be utilized.
- Coordination with the Office of the Undersecretary for Administration and Finance is mandatory for private bank involvement.
Accredited Banks for ATM Payroll Services
- The following banks have existing Memoranda of Agreement with DepEd for ATM payroll provision:
- Land Bank of the Philippines
- Development Bank of the Philippines
- Philippine Veterans Bank
- 1st e-Bank (as conduit of Land Bank of the Philippines)
Enforcement of Payroll Processing and Funding Deadlines
- Strict adherence to guidelines in DepEd Memorandum No. 27, series 2002, particularly on payroll processing deadlines (Section III) and funding (Section IV), is required.
- Lax compliance has been reported and must be corrected to prevent delays in direct payroll implementation.
Submission of Monthly Report of Service (Form F-7) for Payroll Audit
- Updated Monthly Report of Service (F-7) must be submitted to the Payroll Services Division and IBM Accounting Unit on or before the 5th of the following month.
- Non-submission results in:
- Delay in payroll processing
- Delayed release of salaries for teachers on leave without pay
- Delay in salaries for resigned or retired employees
- Failure to deduct overpayments and absences
Administrative Consequences for Non-Compliance
- Salaries of Division Superintendents, Assistant Superintendents, Administrative Officers, and other accountable officials who fail to submit updated reports will be withheld until compliance is met.
